About the Local Vitalization Cooperator

The Local Vitalization Cooperator is a project subsidized by the Ministry of Internal Affairs and Communications to help people migrate and get used to rural life. Local governments accept urban residents as a commissioner to the region for a certain period. The squad member engages in regional cooperation activities such as supporting primary industries, conserving and monitoring water sources, and supporting the livelihood of locals.

Agricultural Supporter engages in agriculture in Toyooka City in collaboration with the local Agricultural Corporation. Agricultural Supporter will participate in the program organized by the Toyooka Agricultural School to acquire skills in crop cultivation and farm management. We look for candidates with “Chikyu-jin” perspective ideas to bring new waves to Toyooka’s primary industry.

Genbudo Park Guide is responsible for operating NPO that guides visitors. Genbudo Park is located in the San’in Kaigan Geopark, also registered as the UNESCO Global Geopark. Park Guide acquires comprehensive skills to manage geopark businesses by engaging in environmental preservation and promoting clean-up activities. We look for candidates with leaderships to bring Genbudo Park and the NPO activities to the next level.

Double-Jobber in Toyooka wears two hats: fisherperson and specialist in their field. As a fisherperson, candidates acquire skills in fixed-net fishing. Candidates must have a comprehensive understanding of meteorology and environment as the workplace is as vast as the ocean. As a specialist in their field, candidates must be capable of pursuing their interest. We look for candidates capable and passionate in creating unique lifestyles as Double-Jobbers.

Migration promoter is responsible for understanding the current situation of the region and building networks with locals to promote smoothe migration. The Promoter will engage in creating local jobs by discovering and utilizing local assets of Takeno. We look for candidates passionate in developing and remodelling the uniqueness of Takeno region with “Chikyu-jin” perspectives.

Producer engages in activating Hidaka region (Mikata area) by developing new tourism trend, and planning and practising local businesses. Methods could vary from utilizing vacant houses and tourism resources to developing and selling specialities of the region. We look for an experienced producer with unique ideas to promote Hidaka to the world.

“Izushi-yaki” Successor (No. 8 in the guideline)
“Izushi-yaki” Successor is responsible for succeeding the tradition of the region through acquiring and promoting techniques of “Izushi-yaki”, a traditional handmade craft of Toyooka. “Izushi-yaki” is also suitable for presents, which attracts tourists from all over the world. The Successor is desirable to have experience in pottery. However, its requirement is not limited to Japanese nationals. Foreign nationals are also capable of applying.

Uniqueness Discoverer activates and creates livelihoods at Tanto region by discovering new ways of using local resources, utilizing vacant houses and collaborating with hot spring facilities. We look for unique perspectives and ideas to remodel Tanto into one of the attractive towns.

Toyooka City, a town planning to revitalize through theater, currently aims to host the first Toyooka Theater Festival in 2020. The city targets to produce one of the largest theater festivals in Asia in 5 years, and aims to become the host of the world's leading theater festival in 10 years. Theater Festival Producer involves in sending messages to the world, re-designing the town through theater, building operations using IT, and strengthening the management of the operating body.

Performing Arts Coordinator coordinates incoming artists with the local community at the Kinosaki International Arts Center. The coordinator also involves in comprehensively planning and practising projects with the four-year professional college (scheduled to open in 2021) specialized in tourism and arts. We look for "Chikyu-jin" sense to create a unique style of a cultural exchange program between artists and locals.

Toyooka based NPO called the "Books and Onsen" is a local publication house that publishes books that can only be bought in Kinosaki. The young master launched the NPO at Kinosaki Onsen after Shiga Naoya's (Japanese novelist active during the Taishō and Shōwa periods of Japan) 100th Anniversary in 2013. To date, the NPO published three pieces of works. Local Publisher plans and produces the next masterpiece and also translates into foreign languages.

Community Nurse works closely with the local community to implement preventive medicine and promote the health of locals in the Takeno-Minami region. Community Nurse aims to revitalize the region by engaging in global issues such as declining birth rate, ageing population, and depopulation through promoting "health" in the region.

Tourism Promoter
Tourism Promoter promotes tourism in Takeno region during Spring and Autumn seasons in particular. Takeno region's accommodations mainly operate during Summer and Winter. The Promoter is responsible for building contents which incoming tourists can enjoy themselves in Takeno all year round.

Successor of "Kiryu-zaik"
The Successor aims to become the craftsman of the "Kiryu-zaiku" in Toyooka, a city famous of basketry. Toyooka "Kiryu-zaiku", which has a history of 1200 years, is Japan's world-renowned traditional crafts that produced various products while changing the application and design with advanced technology and techniques. However, the declining population of the craftsman is a concern. We look for passionate successor to inherit the craftsmanship of "Kiryu-zaiku" through acquiring tradition techniques from the local craftsman.

Theater Promoter plans and operates the Ebara Riverside Theater, scheduled to open in April 2020. The Promoter commits and challenges in events related to the development of the theater, such as organizing workshops to promote communication skills of young adults, supporting residentials for foreign artists, and supporting Toyooka Theater Festival. We look for enthusiastic candidates with a global perspective.

Toyooka, a northern city in Hyogo prefecture, is located in the backbone of Japan. Next to the City is Kyoto, once the capital of Japan. It means that Toyooka was considered one of the vital regions in Japanese history. North to the City is the Western coast of Japan, which brings Toyooka, a gateway to the world. Maruyama river, known as the mother river, flows right into the centre of the City. Toyooka is abundant in nature for it is home to two National Parks, the “San’in Kaigan National Park” and the “Hyonosen-ushiro-yamanagisan Quasi-National Park”.

In September 2005, a stork, designated as nationally protected species, was freed into the wilderness of Toyooka. This was the beginning of the unprecedented effort to reintroduce storks, which once disappeared, into the sky of Toyooka, Japan. Toyooka raises its concept “Local & Global City”, and aims to be respected and esteemed by people all over the world by pursuing locality and uniqueness despite its size of the City. The City is attractive for its vibrant local assets such as the Kinosaki Onsen, Takeno Beach, Kannabe Kogen Ski Resorts, Izushi castle town, and Tanto Tulip Festival.

Application Guideline

Requirements

Applicants must meet all the requirements (1) to (12) below.

(1) 20 years or older and 50 years or younger at 1st April, 2020 (regardless of your gender).

(2) Having no problem in moving the certificate of residence to Toyooka City after being commissioned as a Local Vitalization Cooperator. The cooperator must meet one of the following requirements.

①Residing in urban areas, including three major metropolitan areas: Tokyo, Osaka and Nagoya.

②Having experience as a Local Vitalization Cooperator for more than two years at one place other than Toyooka City, and he/she is within one year after retiring from the latest commission period.

③Within a year after the completion of the JET Program (2 or more years of experience is necessary).

(3) Having a driver's license.

(4) Having general computer skills, such as creating documents and utilizing social media.

(5) Having good mental and physical health to keep communicating and involving with locals and local activities.

(6) Having respects in local traditions and customs and having the ability to communicate with locals.

(7) Having an intention to continue to live, work, and create new jobs at Toyooka City after the commission term.

(8) One that does not correspond to a gang or other anti-social group prescribed in Act on Prevention of Unjust Acts by Organized Crime Group Members (Act No. 77 of 1991) Article 2 No. 2.

(9) Fluent in foreign languages other than Japanese (only for those applying to "Local Publisher", No.5 in the Application Guideline).

(10) Having qualified to work as a nurse (only for those applying to "Community Nurse", No.8 in the Application Guideline).

(11) Having experience in using potte's wheel (only for those applying to "Izushi-yaki Successor", No.12 in the Application Guideline).

(12) Able to communicate and understand Japanese used in everyday situations (for foreign residents).

Work Style

(1) Worktime: 5 days a week, 7hours a day (9 am to 5 pm).

(2) Workdays: 20 days per months.

Working styles can be adjusted in consultation with the city.

Compensation

The compensation is 166,000 yen/month.

① Payment is made in the following month of the active month (payment is calculated on daily basis if workdays do not meet 20 days per month).

②We do not take out employment insurance. Health insurance and pension insurance are at your own cost (members are insured for accident insurance by the city).
